Round up the spotted owls and force them to breed?

Wow. This is extreme. Government officials in British Colombia have issued an order to collect all wild spotted owls in the province and put them into emergency breeding programs to protect the species from extinction.

The measure still needs a few million dollars in funding before it can go into effect.

Does anyone think this is really the best way to protect an at-risk species?
