The Vaquita porpoise vs. the fisherman

With just 400 vaquita porpoises left, the "little cow" is one of the world's most endangered sea mammals -- so endangered, in fact, that some environmentalists say the only way to protect the species is to ban fishing in a 1,500-square-mile area of the Gulf of California.

Just one problem: if you ban fishing in that big of an area, how do the local fishermen survive?
